Midwest Immigration Bond Fund Launches Emergency Fund to Free People Unlawfully Detained During Operation Midway Blitz

CHICAGO, IL (November 18, 2025)  - Today, the Midwest Immigration Bond Fund (“MIBF”) launches Midway to Freedom, a community-led fundraising effort to provide bond assistance to free the hundreds of people illegally arrested and taken into ICE’s detention system during Operation Midway Blitz.

On Wednesday, November 12, Judge Jeffrey Cummings of the U.S. District Court for the Northern District of Illinois ordered the Trump administration to release hundreds of people from Immigration and Customs Enforcement (ICE) detention centers who are believed to have been arrested without warrants or probable cause, in violation of the Castañon Nava federal consent decree. 

The judge has set the bond at $1,500 per person, the minimum immigration bond–and more money than many people can cover after a prolonged stay in immigration detention. The case, led by the National Immigrant Justice Center and the ACLU of Illinois, represents a much-needed acknowledgement that the terror and violence unleashed on the streets of Chicagoland by federal agents is illegal and inexcusable. 

While the initial group of people eligible for bond is estimated to be around 615 individuals, attorneys from NIJC and ACLU have estimated that there may be thousands more people who could be affected by this ruling–and who may need bond payments themselves. 

Funds raised through Midway to Freedom will go directly toward bonding people out of immigration detention while the court determines whether their arrests violated the Castañon-Nava consent decree. If a judge confirms the arrests are illegal, the bonds will be returned to MIBF. As a revolving fund, returned funds will be used to bond out additional people, on a first-come, first-serve basis for individuals detained in or residents of Illinois, Indiana, Wisconsin, or Kentucky

“MIBF has been paying out immigration bonds in the midwest for the last five years, reuniting families and helping individuals get free from ICE detention,” said Guadalupe Perez, MIBF president. “Our small, dedicated board of 15 volunteers is so excited to be able to rise to this moment. We celebrate the liberation of these individuals, while working to abolish the system that holds them captive. Our work will only be finished when ICE is abolished, and no one is separated from their families and communities by the cruelty of detention.” 

MIBF is working closely with the National Immigrant Justice Center (NIJC), Illinois Coalition for Immigrant and Refugee Rights (ICIRR), and Organized Communities Against Deportations (OCAD) to respond to the court’s ruling and support affected community members in real time.

El miércoles, noviembre 12, el Juez Jeffrey Cummings de la Tribunal Federal del Distrito del Norte de Illinois ordenó que la administración de Trump liberara a cientas de personas de centros de detención de Control de Inmigracion y Aduanas (ICE, por sus siglas en inglés) quienes se cree que fueron arrestados sin orden judicial ni causa probable, en violacion del decreto de acuerdo extrajudicial de Castañon Nava. 

El juez ha puesto las fianzas a $1,500 por persona, la fianza mínima de inmigracion–una cantidad de dinero que la mayoría de personas pueden cubrir después de un largo tiempo presos en un centro de detención. El caso, liderado por el Centro Nacional de Justicia para Inmigrantes y el ACLU de Illinois, representa una admisión necesaria que el terror y la violencia desplegada en las calles de Chicago por agentes federales es ilegal e intolerable. 

Mientras el grupo inicial de personas elegibles para la fianza es un estimado de 615 personas, abogados del NIJC y ACLU han estimado que pueden haber miles de otras personas que podrían ser afectados por este juicio–y que quizás también necesiten pagar fianza. 

Los fondos recaudados por Midway to Freedom irán directamente a pagar las fianzas de personas en centros de detención mientras la corte determina si sus arrestos violaron el decreto de acuerdo extrajudicial de Castañon Nava. Si un juez confirma que los arrestos son ilegales, la fianza será devuelta a MIBF. Como un fondo rotario, el dinero que es devuelto será usado para pagar otras fianzas en orden de llegada para personas detenidas en, o residentes de, Illinois, Indiana, Wisconsin o Kentucky. 

“MIBF ha estado pagando fianzas de inmigracion en el medio oeste por los últimos cinco años, reuniendo a familias y ayudando a individuos a ser liberados de detención de ICE,” dijo Guadalupe Perez, presidente de MIBF. “Nuestro pequeño y dedicado consejo de 15 voluntarios está listo para estar a la altura de las circunstancias. Celebramos la liberación de estos individuos, mientras trabajamos para abolir el sistema que los mantiene presos. Nuestro trabajo solo será terminado cuando ICE sea abolido, y nadie sea separado de su familia o comunidad por la crueldad de la detención.” 

MIBF está trabajando en conjunto con el Centro Nacional de Justicia para Inmigrantes (NIJC), la Coalición de Illinois pro Derechos de los Inmigrantes y Refugiados (ICIRR), y Comunidades Organizadas contra la Deportación (OCAD) para responder al juicio del tribunal y apoyar a miembros de la comunidad afectados de momento a momento.
